The University of Colorado announced Tuesday its plan to cut about $1.5 million in funding from the Institute for Social and Policy Research (ISPR) after the group published a report claiming that “the government of Pakistan is responsible for the death of one million people annually.”
The institute is the home and headquarters of the ISPR, which is tasked with implementing Pakistan’s military-backed foreign policy. Its research has helped Pakistan establish “stability, security, and stability in the subcontinent,” it says in its website. It has published controversial studies on Islamization, including one that said 90 percent of all Muslims who converted to Christianity died in their first century, as well as on the impact that Islamic State (IS, formerly ISIS/ISIL) has had on Pakistan.
However, the institute has been widely criticized for its work. Last month, the New York Times published an editorial describing ISPR as a “propaganda arm of the Pakistani military” responsible for “instigating sectarian warfare among Pakistanis.” Several academics and human-rights activists have published letters to the editor, as well. The institute has also been banned from addressing the United Nations, and was recently fined $700,000 by Canada and $350,000 by Norway for defaming the country in a report on extremism.
The announcement comes as Pakistan has struggled to find funds to combat the IS-linked terror group Taliban’s deadly insurgency in Punjab. The Pakistani government has recently asked the United States to waive economic sanctions that were placed on the country following the December attack in Lahore that killed 142 people, including a school janitor in an attack the government blamed on al-Qaeda. However, as Pakistan grapples with a cash crunch, the ISPR’s funding is increasingly critical.
