If I’m at home and the dogs aren’t in their crates and on a leash, is it any bad thing? That’s a good question. In most jurisdictions people do have a right to their dogs, and no law in the U.K. prevents them from returning home. But, unfortunately, the laws surrounding dogs in cars and at home are more complex than they may seem. The key issue to consider is the dog’s attitude towards the person. Can the dog just stand around? Or are people expected to be in control of the dog? Dogs have a well-developed sense of territoriality and some have even been known to attempt to attack people. Many people who have an unrestrained or aggressive dog don’t like to admit it publicly, but the truth is that they don’t always consider whether or not their dog may behave aggressively toward others. It’s a question they want to avoid, until that dog has left.
Some dog owners feel that their dogs should have to have their owners’ permission to leave the house. In most countries it’s perfectly reasonable for dogs to be free during the day, especially if they are allowed out from under their owners’ legs. But that doesn’t mean they should be allowed to go out of the house at night, or to come out in the middle of cars. Dogs have a limited daytime and evening activity window, and they can’t just stand around and wait for everyone to do something.
In other jurisdictions there are laws in place which dictate the dog-leave period. Some cities have an absolute maximum amount that dogs must be under the control of the owner. If a dog is barking at another pet and is outside of its “approved” time, it may be taken back. If the owners don’t want their dog near other dogs, they may ask other dogs for permission to leave. If they don’t have the permission of other dogs, the dogs may be confiscated.
Some dog owners are also aware that, during summer, their dogs may want to go outside to play, but may not know what hours their neighbours do. Some are aware that the dogs are allowed outside after 730 on weekdays and after 930 on weekends, but may not be aware that the owners are supposed to do the same on Saturdays and Sundays. People may also not be aware that it’s illegal for any dog to be left outside between 10 p.m. and 4 a.m. unless it’s on a lead or tied. This is because dogs often get bored when they feel
